Embracing the Well Being of Future Generations Act and supportive of the implementation of the Social Partnership and Public Procurement (Wales) Act (SPPPA), the Welsh Government has partnered with Social Value Portal to pilot a national approach to Social Value reporting.
This initiative provides public bodies across Wales with access to a consistent, data-driven method of evidencing the impact of procurement decisions.
 
                    
                  
              Under this partnership, all public bodies in Wales have access to a common reporting framework that can be used to evidence their commitment to socially responsible procurement approach.

These tools help ensure transparency and accountability, allowing the Welsh Government to monitor the value delivered through procurement in line with national legislation.

At the heart of this pilot is the TOM (Themes, Outcomes and Measures) System: the UK’s leading Social Value measurement framework.
Developed in collaboration with public sector partners and widely adopted across local and central government, the TOM System enables organisations to:
The TOM System for Wales is a bespoke version created in partnership with Welsh Local Government in 2020 and updated for 2025. It reflects Wales’ unique cultural, economic, social and environmental priorities, and aligns directly with the seven goals of the Well-being of Future Generations Act.
 
                    
                  
              If you are a public body in Wales, you’re already covered by the Welsh Government’s licence for reporting with the TOM System.
They will ask for your Social Value evidence to be collected so that they can aggregate reporting of the collective impact of the public pound. The simplest way to do this is to use Social Value Portal – just like a supplier would report to you.
While the project enables reporting to Welsh Government, public bodies can also opt into a discounted membership with Social Value Portal that unlocks the full functionality of our platform.
