Drawing on labour forecasts produced with the CITB Labour Forecasting Tool, which was developed by Whole Life Consultants Ltd, we can now accurately estimate construction-phase employment demand and use this to inform construction skills and employment KPIs which form a key element of any Social Value Assessment. Additionally, the construction phase employment demand calculation can inform a broader Socio-Economic Assessment through more accuracy around associated workforce expenditure to forecast both direct and indirect economic benefits over the asset’s lifecycle.

This joint offer enables clients to quantify local economic uplift, inform procurement and planning decisions, and align Social Value ambitions with evidence-based labour market insights.
