Councils, housing associations, developers, utilities and corporates keep the freedom to define social value more broadly, and NT16, the TOM System measure for donations to voluntary and community organisations, is unchanged.
Support for the third sector sits alongside employment, local supply chains, health and net zero. And the new model needs it. Its Talent Pipeline measure asks suppliers to find potential in communities with multiple indices of deprivation and co-design opportunities that address barriers to entry. Named cohorts are NEETs, care leavers and disabled people. Reaching them is what community organisations do.
