From 1 January 2027, local jobs and skills delivery become the core of how the £90bn spent on central government contracts each year is scored.
Ever since the Social Value Act 2012, public procurement teams have treated Social Value as a broad, multi-theme discipline covering everything from environmental impact to community wellbeing to economic inclusion. New government guidance, backed by the new Social Value Model set out in PPN 026, has rewritten that principle, prioritising jobs and skills and seemingly cutting other area from its scope.
